What is the Seal of Biliteracy?

Who is not eligible for Seal of Biliteracy exams?

  • Elementary and middle school students (the official state award is reserved strictly for graduating high school seniors).

Is High School credit for Tamil the same as the Seal of Biliteracy?

No, they are completely separate milestones. High school world language credits are academic credits issued via NCTS agreements with local school systems to satisfy standard high school graduation tracks.

The State Seal of Biliteracy, however, is a merit-based distinction granted directly by the Georgia Department of Education. It is strictly performance-based; students must pass an approved, external standardized proficiency exam to qualify, and graduating from a weekend Tamil school is not a prerequisite to apply.

What is the process to get the Biliteracy Seal?

  1. Enroll in the specialized Seal of Biliteracy preparation course hosted at NCTS.
  2. Upon finishing the prep course, register for the official Avant STAMP examination, which can be taken directly at North Cumming Tamil School under authorized proctoring.
  3. Earn the state-required "Intermediate-High" proficiency score across all four tested communicative domains: Reading, Writing, Listening, and Speaking.

What is the Seal of Biliteracy prep class?

Our targeted preparation course at NCTS runs for a comprehensive 15-week term. To ensure personalized feedback and individual attention, class sizes are strictly capped at 10 to 12 students. The curriculum focuses entirely on real-world language application, including:

  • Enhancing functional Tamil language abilities and refreshing core linguistic structures.
  • Formulating structured opinions and debating contemporary global issues fluently in Tamil.
  • Developing critical thinking skills to analyze varied perspectives and articulate complex thoughts.

Is there a fee associated with the prep class for SOB?

Yes, the tuition is $200 per student. This fee encompasses all 15 weeks of preparation classes, curated mock exams, test center logistics, administrative oversight, and the physical Global Seal medals/certificates. Please note that the separate test registration fee charged directly by Avant Assessment is not included in this tuition.

Can non-NCTS alumni (from outside of our school) join the Seal of Biliteracy prep class?

Absolutely. Our prep classes are open to any high school student residing in the state of Georgia. Students who have completed their studies at other Tamil institutions or heritage learners are highly encouraged to register.

How long is the Seal of Biliteracy exam?

The Avant STAMP exam is adaptive and not strictly timed. However, because it thoroughly evaluates all four language skills (Reading, Writing, Listening, and Speaking), the testing process generally takes between 4 to 6 hours to completely finish.

Can a Forsyth County student retake the Avant Seal of Biliteracy exam if they do not get sufficient scores?

Yes. Because the Avant exam allows for sectional retakes, students do not have to rewrite the entire test if they miss the target score in only one area. They can target and retake individual sections until they achieve the required state benchmarks. A nominal fee of $10 applies per section for each retake attempt, and there is no cap on how many times a student may attempt a retake.

Do parents need to support anything at home?

Yes, active parental involvement at home is vital to a student's success. The weekly class provides 90 minutes of structured instruction, but true fluency requires daily immersion. Parents must monitor home assignments, help correct spelling errors, encourage proper sentence structuring, and—most importantly—maintain a Tamil-only speaking environment at home to naturally elevate the student's conversational confidence.

The Global Seal for Tamil

What is the Global Seal?

The Global Seal of Biliteracy is an internationally recognized, independent credential issued by a centralized third-party organization. It awards a unique, serial-numbered passport or certificate that allows language learners to showcase their bilingual competency across state lines and country borders to universities and corporations worldwide.

Do the students need to take a separate exam for the Global Seal?

No, the same exam they take for the GA Seal of Biliteracy is sufficient. However, the required minimum score in each section of the Avant STAMP 2S exam is slightly lower than the GA Seal of Biliteracy. A student must score a minimum of 5 marks (whereas the GA DOE requires a minimum of 6 marks for the State Seal of Biliteracy).

Do the students need to apply for the Global Seal?

No, NCTS streamlines this process by handling the administrative paperwork. Our school will automatically apply for the Global Seal on behalf of any student who achieves an Avant STAMP score of 5 or higher across all four language modules.
